Pennsylvania Home Inspection Certification
Pennsylvania does not require a state license to work as a home inspector, but that doesn’t mean you can start inspecting. The state is governed by the Pennsylvania Home Inspection Law (Act 114 of 2000, Title 68), which sets specific requirements every inspector must meet before performing residential inspections for compensation. You must be a full member in good standing of a qualifying national home inspection association, carry mandatory errors and omissions and general liability insurance, and complete 100 supervised home inspections before working independently.
ICA’s online PA home inspector course covers all the foundational knowledge you’ll need to enter the field, from residential components and electrical systems to plumbing, HVAC, roofing, and report writing, and our curriculum is built to meet the standards of qualifying national associations such as InterNACHI and ASHI. Study at your own pace, 100% online, and get everything you need to launch your home inspection career in Pennsylvania with confidence.

Pennsylvania Home Inspector Certification FAQ
Does Pennsylvania require a home inspector license?
No, Pennsylvania does not require a state-issued license to work as a home inspector. However, the profession is regulated by the Pennsylvania Home Inspection Law (Act 114 of 2000, Title 68), which requires all inspectors to be full members of a qualifying national, non-profit home inspection association or to work under the supervision of one who is. You must also carry mandatory E&O and general liability insurance. Operating without meeting these requirements is a violation of Pennsylvania’s Consumer Protection Law.
What is the Pennsylvania Home Inspection Law (Act 114 of 2000)?
Pennsylvania’s Home Inspection Law, formally known as Act 114 of 2000 (Title 68 Real and Personal Property Statute), is the governing statute for the home inspection industry in the state. It defines what constitutes a home inspection, establishes that inspectors must follow the standards of practice of a qualifying professional home inspection association, sets insurance requirements, restricts inspectors from performing repairs on properties they inspected within the preceding 12 months, and gives sellers the right to a free copy of the inspection report. Violations are treated as violations of Pennsylvania’s Consumer Protection Law.
What national association do I need to join to be a home inspector in Pennsylvania?
Pennsylvania law requires home inspectors to be full members of a qualifying national, non-profit home inspection association. The association must: be non-profit and operate in more than 10 states; require at least 100 supervised inspections and a passing score on a recognized exam for full membership; and require ongoing continuing education and a code of conduct. The two most widely recognized qualifying associations in Pennsylvania are ASHI (American Society of Home Inspectors) and InterNACHI. ICA’s Elite package includes a free one-year InterNACHI membership.
How many inspections do I need to complete before I can work independently in PA?
Pennsylvania requires that home inspectors complete 100 home inspections under the supervision of a full association member before practicing independently. The good news: you get paid for all 100 inspections. Many new PA home inspectors meet this requirement by joining a multi-inspector company, which provides a steady flow of jobs, mentorship, and a built-in path to building your client base.
What insurance is required for home inspectors in Pennsylvania?
Pennsylvania’s Home Inspection Law requires all inspectors to carry errors and omissions (E&O) and general liability insurance of at least $100,000 per occurrence and $500,000 in the aggregate, with deductibles not exceeding $2,500. This home inspector insurance protects both you and your clients if a missed defect or claim arises from an inspection. ICA’s 90-Day Insurance Coverage program is available to help new graduates maintain continuous coverage while they secure a long-term policy.
Is there a continuing education requirement for Pennsylvania home inspectors?
Pennsylvania does not require state-mandated continuing education for home inspectors. However, as a condition of ongoing membership in a qualifying national association like ASHI or InterNACHI, members must complete CE courses on a regular basis to maintain their standing. This ensures that Pennsylvania home inspectors stay current with evolving building codes, inspection standards, and industry best practices.
Do I need a license to perform home inspections in Philadelphia?
Yes, the City of Philadelphia has its own separate licensing requirement for home inspectors, completely independent of the PA state framework. To perform home inspections in Philadelphia, you must obtain a city-issued license through the eCLIPSE system administered by the Department of Licenses and Inspections (L&I). Requirements include: being at least 18 years old; completing 120 hours of home inspection education; passing the National Home Inspector Examination (NHIE); being certified by an L&I-approved national organization; and carrying qualifying GL and E&O insurance. The Philadelphia license renews every 3 years. Note: Professional architects and engineers licensed in PA and employees of government agencies are exempt.
Can I complete my Pennsylvania home inspection training 100% online?
Yes, Pennsylvania allows home inspection online courses to fully satisfy the education requirement. You are not required to attend in-person classes. ICA’s Pennsylvania home inspection course is completely self-paced and accessible on any device, making it ideal for working adults, career changers, and anyone who needs schedule flexibility. Your coursework covers all components tested by qualifying associations, from structural elements and electrical systems to heating, plumbing, roofing, and inspection report writing.
